After completing his undergraduate studies in Public Administration at Istanbul University Faculty of Political Sciences in 1988, Hakkı KOÇAK began his professional career as an Assistant Account Specialist at the Ministry of Finance.
For nearly 20 years, he served as an Account Specialist and Senior Account Specialist, conducting tax audits for large-scale companies across various sectors and participating in investigations by the Financial Crimes Investigation Board (MASAK). Through these roles, he gained extensive experience in the financial and fiscal practices of different industries.
He conducted research and analysis on the structure of the U.S. Internal Revenue Service (IRS) while residing in the United States for one year.
In addition to his expertise in taxation, he served as an executive in the finance administration for many years.
Between 2005 and 2010, he held key positions at the Istanbul Tax Office, successively serving as Head of the Marmara Corporate Tax Office and Group Director responsible for the Legal and Dispute Affairs, Audit, Income and Corporate Tax, Value Added Tax (VAT), and Special Consumption Tax (SCT) departments.
Approximately three years of his managerial experience were dedicated to VAT and SCT refunds and the interpretation of related regulations.
In 2010, he left his public sector roles to pursue a career in the private sector as a Sworn-in Certified Public Accountant (CPA) and Independent Auditor.
He also served as a Member of the Audit Board at the Turkish Football Federation for four years.
Currently, he continues his work as a Board Member of the Istanbul Chamber of Sworn-in Certified Public Accountants
He has numerous articles published in various journals, including three booklets, as well as presentations from numerous seminars he has conducted across different institutions.
