After graduating from Istanbul University, Faculty of Political Sciences, Department of Public Administration in 1988, Hakkı Koçak started his professional career as an Assistant Tax Inspector at the Ministry of Finance. He has gained experience in the fiscal and financial practices of different sectors by making tax investigations and Financial Crimes Investigation Board (MASAK) investigations of large-scale companies in many sectors for nearly 20 years as an Tax Inspector and Senior Tax Inspector.
He conducted investigations and studies on the structure of the Internal Revenue Service (IRS), for a year in the United States.
In addition to his tax expertise, he has also worked as a manager in the finance administration for many years. Between 2005-2010; he had taken important responsibilities as a Group Manager of the Istanbul Tax Office who was responsible for Marmara Corporate Tax Department, Legal and Litigious Affairs, Audit, Income and Corporate Tax, Value Added Tax (VAT) and Special Consumption Tax (SCT) departments.
Approximately 3 years of his managerial experience has been spent on VAT and SCT refunds and the interpretation of their legislation. In 2010, he resigned from his position in the public sector and began to work as a Certified Public Accountant and Independent Auditor in the private sector.
He had been a member of the Supervisory Board of the Turkish Football Federation for 4 years.
He is still a member of the board of Istanbul Chamber of Sworn Certified Public Accountants.
He has published numerous articles in various journals, including three booklets, and has given presentations in numerous seminars given in different departments.
